Abstract

<jats:p>The article is devoted to the study of state support programs for small businesses in Ukraine operating under wartime conditions. The research focuses on their organizational design, legal framework, financial performance, and suitability for application during the post-war recovery period. The methodology is based on a combination of comparative legal, statistical, structural-analytical, and tabular methods. The study employs the grouping of support programs by type of assistance, the calculation of average financing indicators, the comparison of the effectiveness of individual instruments, and analytical matrices that make it possible to identify administrative problems and outline ways to overcome them. The information base was formed from official materials of the Ministry of Economy of Ukraine, the State Employment Service of Ukraine, the Entrepreneurship Development Fund, the United Nations Development Programme, current legal acts of Ukraine, and scholarly publications devoted to entrepreneurship support during the war. The results of the study indicate that state support for small businesses is no longer limited to isolated financial payments. It has acquired the characteristics of a multi-channel system that includes grant programs, concessional lending, employer compensation schemes, relocation assistance, veteran business grants, educational services, and mentoring support. The effectiveness of these programs is determined not only by the amount of financing but also by the speed of application review, the stability of legal conditions, the simplicity of digital procedures, the quality of monitoring, and the coordination of government agencies. The practical significance of the findings lies in the fact that the proposed recommendations can be used to unify eligibility criteria, reduce administrative timelines, integrate state registries, and strengthen digital control over the use of funds. The scientific novelty of the study is manifested in the development of a comprehensive approach to evaluating state support programs for small businesses. This approach combines economic, organizational, and legal parameters within a single applied analytical framework.</jats:p>
