Abstract
<jats:p>The article provides a comprehensive scientific analysis of the administrative and legal mechanisms for the implementation of digital governance in Ukraine in the context of contemporary transformations of public administration. The essence and content of digital governance as a component of the e-government system are examined, and its place within the system of public administration and administrative law is determined. Particular attention is paid to the characteristics of the regulatory framework governing the introduction of digital technologies in the activities of public authorities and local self-government bodies, including legal acts aimed at the development of electronic services, open data, electronic identification, and interaction between the state and citizens. The study identifies and analyzes the key administrative and legal mechanisms for the implementation of digital governance, including legal regulation of digital processes, institutional support, administrative procedures, electronic services, and control over their functioning. It is substantiated that the effectiveness of digital governance largely depends on the coherence of legal regulation, the level of digital competence of public officials, and the availability of appropriate digital infrastructure. Special attention is given to the problematic aspects of digital governance implementation in Ukraine, such as the fragmentation of legislation, insufficient level of cybersecurity, digital inequality among the population, and the need to improve administrative and legal instruments. The article proposes directions for improving the legal framework of digital governance, including systematization of legislation, introduction of unified standards for digital administrative procedures, strengthening of interagency cooperation, and ensuring the protection of human rights in the digital environment. It is concluded that digital governance is a key direction for the modernization of public administration in Ukraine, and the improvement of administrative and legal mechanisms for its implementation is a necessary condition for increasing the efficiency, transparency, and accountability of public governance.</jats:p>
