Abstract

<jats:p>The article examines the legal and organizational foundations for the formation of European standards for the provision of electronic administrative services. Key EU directives, the "digital by default" principle, and cross-border interaction are analyzed. Particular attention is paid to the experience of implementing these standards in Ukraine in the context of European integration. The main challenges and promising directions for adapting national legislation to the requirements of the EU Digital Single Market are identified. Within the framework of the study, the conceptual approaches to creating a comprehensive system for evaluating the quality of electronic services, which is based on the human-centricity of state information resources, are scientifically substantiated.Special attention is paid to the practical experience of implementing these standards in Ukraine under the conditions of accelerated European integration and martial law. The main organizational and technical challenges and promising directions for adapting national legislation to the strict requirements of the EU Digital Single Market are determined. It is emphasized that in the EU, the issue of providing electronic administrative services to the public is regulated by both primary and secondary legislation. The supranational level of EU law establishes only general provisions and basic rights of citizens regarding services of general interest.</jats:p>
