Abstract
<jats:p>В статье рассматривается предусмотренный российским правом специальный режим осуществления градостроительной деятельности для создания инфраструктуры. Автор определяет предпосылки формирования этого режима и основные вехи его развития. Анализирует опыт США в этой области. Рассматривает ряд правовых вызовов, препятствующих созданию инфраструктуры, и предлагает возможные пути их преодоления.</jats:p> <jats:p>This article examines the special regime for urban development activities established by Russian law for the creation of infrastructure. The author identifies the prerequisites for the formation of this regime and the key milestones in its development. She analyzes the US experience in this area. She examines a number of legal challenges that hinder infrastructure creation and suggests possible ways to overcome them.</jats:p>
