Abstract

This chapter examines the potential role of generative artificial intelligence (GenAI) in modern disaster management, critically evaluating prospects for its integration across mitigation, preparedness, response, and recovery. Through a conceptual analysis of multi-hazard scenarios, including earthquakes, floods, and wildfires, it assesses how GenAI may enhance crisis communication, resource prioritization, and situational awareness. While empirical applications remain limited, the chapter synthesizes the emerging capabilities of large language models with established disaster management requirements, proposes a policy-focused implementation framework, and critically addresses persistent challenges related to data governance, ethical risks, model reliability, human–AI coordination, and operational constraints in real-world disaster settings.
