Abstract

<jats:p>In this study, a model for assessing the lands of populated areas in the Kaliningrad region was developed and substantiated, and it was tested using the example of land plots for agricultural use in the Polesie district of the Kaliningrad region. First of all, the pricing factors influencing the determination of cadastral value were identified. Factors influencing the model have been identified, such as: geographic location, infrastructure, natural conditions, investment attractiveness. The territory has been zoned and the corresponding coefficients have been approved. At the same time, monitoring of the use of territories was carried out using remote sensing data based on the QGIS geographic information system. Processing information using geographic information systems allows for the creation of an up-to-date and structured information base for the cadastral value of land in populated areas. This database serves as a basis for analysis, monitoring and adjustment of assessment indicators, ensuring transparency and efficiency of land relations. In addition, recommendations are given for the application of the assessment model in the context of the transition to the NSPD, and the economic, managerial and social efficiency of the developed assessment model is identified.</jats:p>
