Abstract
<jats:p>Введение. Современные условия функционирования аграрного сектора России, постоянно растущие требования потребителей к продуктам питания с точки зрения их экологичности, а также необходимость активизации развития сельских территорий обострили проблематику оценки эффективности закупочных процессов сельскохозяйственных и перерабатывающих предприятий и выявили недостаточность для ее проведения только экономических показателей. Конечной целью совершенствования методики анализа эффективности закупочных процедур является достижение баланса между экономическими интересами сельхозпроизводителей и их вкладом в институциональную устойчивость АПК и благополучие общества. Материалы и методы. Основными источниками информации для достижения поставленной цели выступили научно-методические издания, нормативные правовые акты, информационно-аналитические сведения и статистические данные о практической деятельности аграрных предприятий. Методами исследования являлись эмпирические, такие как сравнение, наблюдение, и теоретические, а именно: обобщение, анализ, синтез, применялись методы коэффициентного анализа и экономико-математического моделирования. Результаты исследования. Предложен методический инструментарий оценки эффективности закупок с точки зрения устойчивости сельского развития на основе интеграции принципов устойчивого развития, системного анализа и экономико-математического моделирования. В рамках данной методики эффективность закупок рассматривается как комплексная характеристика, отражающая степень достижения экономических, социальных и институциональных результатов закупочной деятельности в агропромышленном комплексе. Обсуждение и заключения. Проведенное исследование позволило предложить новый практико-ориентированный методический подход, служащий инструментом оценки устойчивости закупочных отношений, учитывающий уровень вовлеченности сельскохозяйственных производителей в закупочные цепочки. Перспективным направлением дальнейшего изучения поставленного вопроса является непосредственное апробирование и внедрение полученных результатов в организации агропромышленного сектора.</jats:p> <jats:p>Introduction. The current conditions of the Russian agricultural sector, the ever-increasing demands of consumers for environmentally friendly food products, and the need to intensify the development of rural areas have exacerbated the problem of assessing the effectiveness of procurement processes at agricultural and processing enterprises and revealed that economic indicators alone are insufficient for this purpose. The ultimate goal of improving the methodology for analyzing the effectiveness of procurement procedures is to achieve a balance between the economic interests of agricultural producers and their contribution to the institutional sustainability of the agricultural sector and the well-being of society. Materials and methods. The main sources of information for achieving this goal were scientific and methodological publications, regulatory legal acts, information and analytical data, and statistical information on the practical activities of agricultural enterprises. The research methods were empirical, such as comparison and observation, and theoretical, such as generalization, analysis, and synthesis. The methods of coefficient analysis and economic and mathematical modeling were also used. Results. A methodological toolkit for assessing the effectiveness of procurement from the perspective of sustainable rural development based on the integration of sustainable development principles, system analysis, and economic and mathematical modeling is proposed. Within this methodology, the effectiveness of procurement is considered as a comprehensive characteristic that reflects the degree of achievement of economic, social, and institutional results of procurement activities in the agro-industrial complex. Discussion and conclusions. The conducted research allowed us to propose a new practice-oriented methodological approach that serves as a tool for assessing the sustainability of procurement relations, taking into account the level of involvement of agricultural producers in procurement chains. A promising area for further research on this issue is the direct testing and implementation of the obtained results in organizations of the agro-industrial sector.</jats:p>
