Abstract
<jats:p>Статья посвящена анализу барьеров и драйверов внедрения принципов циркулярной экономики в молочной промышленности Российской Федерации. Цель исследования – выявление технологических, экономических и институциональных факторов, определяющих возможности циркулярной трансформации отрасли и повышения эффективности использования сырьевых, водных и энергетических ресурсов. Методологическую основу работы составил анализ информационно-технических справочников по наилучшим доступным технологиям, отраслевых статистических данных, корпоративной нефинансовой отчетности и научных публикаций за 2015–2023 гг. Применены методы анализа нормативной и отчетной документации, сравнительного, структурного, институционального и элементного экономического анализа. Установлено, что технологическая база для повышения ресурсной эффективности и расширения глубокой переработки побочных продуктов в отрасли в целом сформирована, включая решения по утилизации и переработке молочной сыворотки, снижению водо- и энергоемкости процессов, а также внедрению замкнутых циклов использования ресурсов. Вместе с тем сохраняется значительный внутриотраслевой разброс показателей энерго- и водоемкости, обусловленный различиями технологических схем, уровнем модернизации предприятий и продуктовой специализацией. Доля глубокой переработки молочной сыворотки остается ограниченной, что отражает наличие инвестиционных, инфраструктурных и организационных барьеров. Показано, что экономическая целесообразность внедрения ресурсосберегающих технологий подтверждается нормативными и расчетными оценками, однако действующие механизмы государственной поддержки ориентированы преимущественно на расширение производственных мощностей, а не на достижение показателей циркулярной эффективности. Сделан вывод о необходимости институционализации ресурсных индикаторов, развития инструментов экономического стимулирования и совершенствования системы мониторинга для ускорения циркулярной трансформации молочной промышленности.</jats:p> <jats:p>The article is devoted to the analysis of barriers and drivers for the implementation of circular economy principles in the dairy industry of the Russian Federation. The aim of the study is to identify technological, economic, and institutional factors determining the potential for circular transformation of the sector and improving the efficiency of raw material, water, and energy resource utilization. The methodological framework is based on the analysis of information and technical reference documents on Best Available Techniques (BAT), industry statistical data, corporate non-financial reporting, and scientific publications for 2015–2023. The study employs methods of regulatory and reporting documentation analysis, as well as comparative, structural, institutional, and element-wise economic analysis. It is established that the technological foundation for improving resource efficiency and expanding deep processing of by-products in the industry has generally been formed, including solutions for whey utilization and processing, reduction of water and energy intensity, and implementation of closed-loop resource cycles. At the same time, a significant intra-industry variation in energy and water intensity indicators persists, resulting from differences in technological schemes, the level of enterprise modernization, and product specialization.The share of deep processing of dairy whey remains limited, reflecting the presence of investment, infrastructural, and organizational barriers. The findings demonstrate that the economic feasibility of implementing resource-saving technologies is confirmed by regulatory and calculated assessments; however, existing state support mechanisms are primarily focused on expanding production capacity rather than achieving circular performance indicators. The study concludes that institutionalization of resource indicators, development of economic incentive instruments, and improvement of the monitoring system are necessary to accelerate the circular transformation of the dairy industry.</jats:p>
