Abstract
<jats:p>Проблема создания прочной доходной базы для развития муниципалитетов является важной задачей, значимость которой трудно оспаривать. Перед муниципалитетами всегда стоит проблема бюджетной обеспеченности своих территорий для обеспечения возложенных на них обязанностей. Сложившаяся система межбюджетных отношений не способствует решению социально-экономических проблем территорий. Эти проблемы являются препятствием для наращивания социально-экономического потенциала государства. В связи с этим возникает необходимость исследования проблем функционирования, а также выявления перспективных направлений развития местных бюджетов в России в интересах государства и населения. В статье проведен анализ современного состояния местных бюджетов в Российской Федерации, выявлены проблемы и определены направления развития.</jats:p> <jats:p>The problem of creating a solid revenue base for the development of municipalities is an important task, the importance of which is difficult to dispute. Municipalities always face the problem of budgetary provision of their territories to ensure the responsibilities assigned to them. The current system of inter-budgetary relations does not contribute to solving the socio-economic problems of the Territories. These problems are an obstacle to building up the socio-economic potential of the state. In this regard, there is a need to study the problems of functioning, as well as identify promising areas for the development of local budgets in Russia in the interests of the state and the population. The article analyzes the current state of local budgets in the Russian Federation, identifies problems and identifies development directions.</jats:p>
