Abstract
<jats:p>Статья посвящена рассмотрению проблем институционального обеспечения формирования и развития инновационных производственных систем в экономике регионов. Данная проблема относится к числу стратегических задач в современной России. Это объясняется значительным технологическим отставанием национальной экономики и экономики её регионов по сравнению со странами с высоким уровнем инновационного развития. Это подтверждается данными Глобального инновационного индекса за 2025 год. Наибольшие опасения вызывает ситуация в качестве институтов: за шесть лет Россия опустилась вниз на 57 мест. Давно известно, что от качества институтов напрямую зависит качество экономического развития. Уровень технологического развития России не соответствует современным требованиям. Национальная экономика с трудом и с большим опозданием адаптируется к глобальным трендам инновационного развития, что приводит к структурным деформациям экономики и повышает социальную напряженность. В этих условиях формирование и развитие институтов инновационного развития позволяет создать в регионах эффективную систему стимулирования технологических инноваций. Региональная инновационная система - это сложная система взаимосвязанных институтов, которые получают новые знания, которые в перспективе должны быть использованы в создании инновационных товаров и услуг. Эффективное развитие региональных инновационных систем становится возможным при наличии трёх подсистем: генерации новых знаний, трансферта новаций и реализации инноваций. Это подтверждает опыт формирования и развития инновационных производственных систем в Удмуртской Республике. Институциональная поддержка со стороны правительства региона способствует разработке новых технологий, что позволило организовать производство принципиально новых товаров. В 2025 г. министерство промышленности и торговли Удмуртии приступило к использованию современных технологий искусственного интеллекта, в том числе для совершенствования механизмов государственного регулирования региональной экономики.</jats:p> <jats:p>This article examines the problems of institutional support for the formation and development of innovative production systems in regional economies. This problem is considered a strategic challenge in modern Russia. This is explained by the significant technological lag of the national economy and the economies of its regions compared to countries with a high level of innovative development. This is confirmed by data from the Global Innovation Index for 2025. The situation with institutional quality is the most concerning: over the past six years, Russia has fallen 57 places. It has long been known that the quality of institutions directly affects the quality of economic development. Russia's level of technological development does not meet modern requirements. The national economy is adapting to global trends in innovative development with difficulty and significantly delayed, leading to structural distortions in the economy and increasing social tension. Under these conditions, the formation and development of innovative development institutions allows for the creation of an effective system for stimulating technological innovation in the regions. A regional innovation system is a complex network of interconnected institutions that generate new knowledge, which should ultimately be used to create innovative goods and services. The effective development of regional innovation systems is possible with the presence of three subsystems: knowledge generation, innovation transfer, and innovation implementation. This is confirmed by the experience of forming and developing innovative production systems in the Udmurt Republic. Institutional support from the regional government facilitates the development of new technologies, which has enabled the production of fundamentally new goods. In 2025, the Ministry of Industry and Trade of Udmurtia began using modern artificial intelligence technologies, including for improving state regulation of the regional economy.</jats:p>
