Abstract

<jats:p>The article provides a thorough and comprehensive analysis of the German model of early childhood education and care (ECEC) within the context of rapidly increasing multiculturalism. The study investigates the organizational structure and management system of educational institutions, where the principle of subsidiarity plays a key role. This principle ensures effective decentralization and the active involvement of non-governmental organizations and diverse providers in the delivery of educational services. Particular attention is paid to the systematic mechanisms for the integration of children with a migration background, which currently constitutes nearly a third of the preschool population in Germany. The research examines specialized language support programs, such as the prominent "Sprach-Kitas" initiative, which focuses on early linguistic development as a foundation for future academic success. Furthermore, the author analyzes intercultural pedagogical approaches that treat cultural diversity not as a barrier to be overcome, but as a valuable resource for social and personal development. The significance of multifaceted partnerships between ECEC institutions and families is highlighted, with a specific focus on the innovative role of "parental mediators" (Elternlotsen) in facilitating the adaptation of migrant communities. The author identifies and discusses the pressing challenges facing Germany's contemporary education system, including a significant shortage of qualified pedagogical staff possessing intercultural competence and the persistent regional heterogeneity in approaches to inclusion across different federal states. The article is of an applied nature, offering a detailed evaluation of German experiences that can be strategically implemented to improve Ukrainian educational policy regarding socialization, integration, and language support for children in diverse environments. The study concludes that the German approach, based on legislative frameworks and a resource-oriented view of multiculturalism, provides a viable template for modernizing early childhood education in globalized societies.</jats:p>
