Abstract
<jats:p>В статье рассматривается двойственность подходов к понятию «кадровое обеспечение» в управлении персоналом. На основе раскрытия понятия «кадровое обеспечение» дается определение обеспечения кадрами государственных органов. Деятельность кадровых служб государственных органов по кадровому обеспечению представляет собой непрерывный процесс и включает пять основных этапов, краткое описание которых представлено в данной статье.</jats:p> <jats:p>The article examines the duality of approaches to the concept of "human resources" in personnel management. Based on the disclosure of the concept of "staffing", the definition of staffing of government agencies is given. The activities of the human resources services of government agencies on personnel support is an ongoing process and includes five main stages, a brief description of which is presented in this article.</jats:p>
