Abstract
<jats:p>В статье рассматривается ключевой этап цифровизации племенного животноводства в России ― создание и внедрение Федеральной государственной информационно-аналитической системы племенных ресурсов (ФГИАС ПР). Основное внимание уделяется нормативно-правовому и организационному обеспечению системы. Подробно описана иерархия принятых документов: от федерального закона, закрепившего понятие племенного животного через факт его регистрации в системе, а также определившего полномочия Минсельхоза России и всех участников системы, до подзаконных актов, регламентирующих ее функционирование. Статья раскрывает архитектуру ФГИАС ПР, включая круг участников, ее ключевые функции и важнейший аспект ― интеграцию с другими государственными и отраслевыми информационными системами. Особое значение придается практической реализации проекта: поэтапному вводу в эксплуатацию с 2024 года, апробации в пилотных проектах в регионах и установлению с 1 марта 2026 года обязательной регистрации в ФГИАС ПР всего племенного поголовья сельскохозяйственных животных.</jats:p> <jats:p>This article examines a key stage in the digitalization of livestock breeding in Russia: the creation and implementation of the Federal State Information and Analytical System of Breeding Resources (FSIAS BR). It focuses on the system's regulatory, legal, and organizational framework. It describes in detail the hierarchy of adopted documents: from the federal law that codified the concept of a breeding animal through its registration in the system and defined the powers of the Russian Ministry of Agriculture and all system participants, to the bylaws governing its operation. The article describes the architecture of FSIAS BR, including its participants, its key functions, and its most important aspect: integration with other government and industry information systems. Particular emphasis is placed on the practical implementation of the project: phased commissioning beginning in 2024, testing on pilot projects in the regions, and the establishment of mandatory registration of all breeding livestock in FSIAS BR beginning March 1, 2026.</jats:p>
