Abstract
<jats:p>The article is dedicated to the formulation of a conceptual vision of the role and place of the State Migration Service of Ukraine in the general social prevention of criminal offenses. It is substantiated that, taking into account the main directions of the state crime prevention strategy, the State Migration Service of Ukraine plays an important role in the system of general social prevention of criminal offenses through the implementation of internationally recognized approaches to managing migration processes, adapted to national interests and the specifics of crisis conditions associated with martial law, mass population movements, and the growth of cross-border criminality level. In addition, the State Migration Service of Ukraine, as the central executive body responsible for the implementation of state migration policy, acts as a subject of preventive influence not only in a narrow sense, that is, within the framework of monitoring compliance with migration legislation, but also in a broader socio-legal context, which involves ensuring social stability, legal order and human rights, which are key components of general social crime prevention. In this perspective, the implementation of international standards in the activities of the Service is of particular importance, in particular the principles of good governance, transparency, non-discrimination, people-centeredness, which are aimed at increasing trust in state institutions operating in the field of migration, and the formation of a positive legal climate that reduces the level of deviant behavior among vulnerable social groups, including migrants, stateless persons, asylum seekers, etc. Therefore, the State Migration Service of Ukraine is not only an administrator of migration processes, but also an important element of an integrated system of criminal offense prevention, operating at the intersection of social, security, and legal policies of the state.
