Abstract
<jats:p>In the current climate of digital transformation, escalating security challenges, and market instability, the strategic development of personnel is particularly important for ensuring the resilience and competitiveness of enterprises in the retail sector. The relevance of the topic stems from the need to develop new approaches to employee development that account for security risks, digitalization, and changes in the business environment. The study aims to substantiate the theoretical foundations and develop a strategic model for personnel development in the retail sector in the context of security challenges. The study is based on systematic, strategic, and competency-based approaches to managing staff development. The research design involves combining a theoretical analysis of scientific approaches to personnel development with the justification of a strategic model for employee development in the retail sector. Particular attention is paid to the impact of digitalization, security risks, and changes in the business environment on the development of staff competencies. In the study, staff development is viewed as an element of the strategic management system and as a means of ensuring the enterprise's economic sustainability. As a result of the study, a theoretical generalization of the role of personnel development as a key element of the strategic management system for enterprises in the trade sector has been carried out. The specific features and current trends in staff development in the context of digitalization, omnichannel retailing, and growing security challenges have been identified. The influence of security factors and transformations in the business environment on the formation of employees' competencies and the organization of their development processes is characterized. A strategic model for managing personnel development in a retail enterprise has been developed; it is cyclical and encompasses the stages of analysis, planning, implementation, control, and feedback. A correlation has been established between personnel development, enhanced competitiveness, operational efficiency, and the resilience of the retail enterprise. Proposed directions for improving the staff development system include integrating strategic management, developing digital competencies, and enhancing the organization's adaptability to contemporary challenges.</jats:p>
