Abstract
<jats:p>The need to ensure Russia's technological independence and competitiveness in the context of geopolitical struggle and sanctions pressure necessitates the implementation of a well-grounded state scientific and technical policy based on the lessons of past experience. In this regard, the generalization of the Soviet experience in managing the «science–technology–production» system, accumulated during the scientific and technological revolution (since the mid1950s) – a testing ground for which was the Ural region – deserves special attention. The regionalization of scientific and technological progress actualized the formation of a regional component within the national scientific and technical policy. The aim of the study is to examine the experience of constructing a mechanism for implementing this policy in the late Soviet period, using the Urals as a case study. The authors offer their own interpretation of the problem based on the concept of regional development, with an emphasis on analyzing the reproduction of innovations and technological progress. The research employs problem-chronological, systemic, interdisciplinary methods, as well as the method of periodization.</jats:p>
