Abstract
<jats:p>В статье анализируется институциональное становление и эволюция Межгосударственного совета по противодействию коррупции СНГ как ключевого регионального механизма реализации международных антикоррупционных обязательств. На основе рассмотрения Соглашения об образовании МСПК СНГ и практики его заседаний раскрывается переход Содружества от преимущественно декларативных и программных форм сотрудничества к устойчивой системе межгосударственной координации, мониторинга и согласования антикоррупционной политики. Показано, что деятельность Совета способствовала гармонизации национального законодательства государств-участников, расширению предмета антикоррупционного регулирования и адаптации региональных механизмов к современным социально-экономическим и технологическим вызовам.</jats:p> <jats:p>The article examines the institutional formation and evolution of the Interstate Council for Counteracting Corruption of the CIS as a key regional mechanism for implementing international anti-corruption obligations. Based on an analysis of the Agreement establishing the ICCC of the CIS and the practice of its meetings, the study reveals the transition of the Commonwealth from predominantly declarative and program-based forms of cooperation to a stable system of interstate coordination, monitoring, and alignment of anti-corruption policies. It is demonstrated that the Council’s activities have contributed to the harmonization of national legislation of the member states, the expansion of the scope of anti-corruption regulation, and the adaptation of regional mechanisms to contemporary socio-economic and technological challenges.</jats:p>
