Abstract
<jats:p>The article examines the scientific views of the hero of the day, Doctor of Law, Professor, Honored Lawyer of the Russian Federation Alexander Borisovich Zelentsov on the solid foundations of administrative proceedings: an administrative claim and the active role of the court in the consideration and resolution of administrative cases. The model of Russian administrative legal proceedings was formed under the significant influence of scientific ideas, conceptual approaches and doctrinal developments of Alexander Borisovich. His scientific thoughts concerning the nature of an administrative claim, the content of subjective public rights, the standards of judicial review of administrative acts, and the need for an active role of the court in public disputes became an essential intellectual foundation for the formation of the theory of administrative proceedings.</jats:p>
