Abstract
<jats:p>The purpose of this study is to present the multifaceted nature of youth leadership, its importance, and how it can be developed and used to identify problematic situations among young people and find optimal solutions in unstable conditions. Research methodology: a summary of relevant sources, coupled with an analysis of the material, allows us to examine various approaches to understanding youth leadership and determine the role of youth leaders in implementing youth policy in unstable conditions. A systematization method was also used to distill disparate scientific data on youth leadership into a coherent framework of knowledge about leaders and their activities during times of crisis. Research results: the study found that young leaders are a key pillar in advancing state youth policy. Their influence can influence the improvement of practical work in the area of state youth policy and the refinement of support measures for young leaders. Youth leadership is a catalyst for positive change not only in the lives of individuals but also in communities as a whole. Effective youth leadership has a profound and transformative impact, especially during periods of economic, political, and social crises. The concepts of «leader», «youth leader», and «youth leadership» are explored. Various typologies of leaders developed by Russian and international researchers are presented. The main qualities, skills, and abilities inherent in a true youth leader are described. The key areas of youth leadership activity during economic, political, and social crises are highlighted. The research’s potential lies in developing technologies and models for the formation of a new youth identity and studying the progressive activities of youth leaders in regions under unstable conditions. This can contribute to understanding the processes associated with the optimization of youth groups and the development of leadership qualities, which are essential for the effective functioning of society and the state.</jats:p>
