Abstract
<jats:p>The article presents scientifically based criteria and algorithm for ensuring the continuity, balance and consistency of the goals, objectives, activities and indicators of strategic planning documents developed in the field of maritime activities, development of shipbuilding and marine potential of the Russian Federation. It consists in identifying and eliminating contradictions between the documents and their structural elements in terms of semantic connectedness, compliance with the developed system structure and determining duplication of identical components, connectedness of actual and planned values, planning deadlines and resources. It is proved that the control of compliance with the criteria should be carried out during the development and correction of strategic planning documents in the field of maritime policy.</jats:p>
