Abstract

The monograph was prepared by the authors for the tenth anniversary of the creation of the Federal Service of the National Guard of the Russian Federation (Rosgvardia). The modern Rosgvardia is the direct heir to the glorious traditions of the NKVD troops of the USSR. There is a direct link between generations of winners and current members of the military and National Guard forces. Today, as in the years of the Great Patriotic War, they fulfill the tasks of protecting the security of the state and society. The monograph is intended for readers studying the history of internal troops, the legal foundations of their activities, the place and role in the mechanism of the Soviet state during the Great Patriotic War, the problems of ensuring emergency wartime regimes during the siege of Leningrad. The empirical basis of the study was a wide range of various historiographic, archival and legal acts. The monograph acts as one of the means of protecting Russian spiritual and moral values, which primarily include patriotism, preservation of historical truth, and generational continuity. The authors, based on an analysis of a wide range of sources, dispel the myths of pseudo-historians and outright falsifiers regarding the activities of the NKVD troops of the USSR exclusively as an instrument of political repression, proving the importance and significance of their tasks at all historical stages.
