Abstract

Abstract
This chapter analyses the factors that shape States’ and non-State armed groups’ compliance with international law in non-international armed conflicts (NIACs) and how they can at times be inconsistent and selective in this regard. It also considers initiatives to promote compliance with international law in NIACs, focusing on measures undertaken by States and other relevant actors such as humanitarian organizations, such as the International Committee of the Red Cross and Geneva Call, and UN entities. The chapter also explores the role of religious leaders in influencing compliance.
