Abstract

Abstract
This chapter details the human rights–related reforms and initiatives adopted since United Nations (UN) Secretary-General António Guterres began his tenure in 2017. The chapter centers on “A Call to Action for Human Rights,” launched in 2020, and “Our Common Agenda,” launched in 2021, as well as a complementary package of structural reforms. Drawing on analysis undertaken to understand where the UN had previously failed to meet its human rights responsibilities, the chapter illustrates efforts to shift the UN’s system-wide approach. The chapter considers some of the pressing challenges our world faces, cognizant that those most vulnerable globally currently shoulder the greatest burden. The chapter stresses that global response to these challenges and pursuit of sustainable development cannot be decoupled from human rights. It details the immense progress made internally thus far, as well as the considerable and ongoing challenges—especially beyond the UN system—to effecting long-term change.
